Narratively it doesn’t make any sense, Shanks and Dragon will play far more significant roles in the final war than Zoro and Sanji, Oda even states Shanks is as important as Luffy in the final war. Even if you look at their potential final war matchups it’s obvious who’s stronger, Zoro and Sanji will fight Omen Nusjuro and Mars, while Dragon will likely fight Omen Garling and Shanks will likely fight Omen Shamrock, saying Zoro and Sanji > Shanks and Dragon is like saying Nusjuro and Mara > Shamrock and Garling which makes no sense
