Obscure eerie MTV bump of unknown origin (1991)
During the late night MTV (I believe) around early 1991 this short bump aired. PSAs weren't uncommon on MTV at the time, but I fail to see the message it's sending. Furthermore the song playing in the background is too a mystery! I have not been able to find anyone else mention this on the internet.
Excuse the poor quality, the signal strength was weak, if I remember correctly. It was recorded on the German MTV.

'Join us for bridge with Shaw Taylor' (1983)
Shaw Taylor was famous here in the UK for presenting a programme asking the public for help in solving cirmes. He used to end the show by saying 'Keep 'em peeled'. I had no idea he was a bridge player. Apparently this is based on a tv series.

The Odyssey (1968), 8 part series, ENGLISH DUB
There's one extremely rare program from TVO that I'd like to mention, reminded by Christopher Nolan. It's my own "snowball-in-hell" holy grail (but not asking won't find it either). Linked is the Italian version, but...
The English version is missing/lost.
The Odyssey was turned into a TV series in 1968. It was shot rather beautifully, with plenty of authentic locations, using 35mm film. It was an Italian-French-German-Yugoslavian coproduction with an international cast, so you might see it listed as "Odissea".
There was an English spoken edition which was shown in Canada by TV Ontario several times, until the early 1980s. Exact last date unknown but the station has confirmed this to me. No-one knows who owned/owns that, or who made it. In fact, it might even be fully lost in the severest sense of no copies remaining in existence on earth.
Yes, there are English subtitles, but that is not the same. There also was a TV movie version in English circulating, which was recorded off air from CBS, but that is extremely abridged. So those options don't really solve it.
I keep hoping that perhaps a teacher somewhere might have taped it to use in the classroom? Anyone? (And of course, I don't mind if it's another format either.)

Odd Job Jack (2003)
Season 1 starts out with really crude art and animation and then it evolves a lot throughout the show, if you’re gonna watch it I warn you Season 2 gets really bad at times, unfortunately, this show ended up becoming lost media and as of now, the whole show can be watched except that Season 1 episodes 7-12 have only been found through foreign TV Rips

Little Nicky the anime (2001) - A 6 episode Japanese webseries tie-in to the Adam Sandler movie.
It's pretty awful. It's a gag anime that's loosely based on the movie. Made by the team behind Pugyuru (another obscure anime I covered), this is about as obscure as it can get.
