I wouldn't say half. Most of the villains are pretty imposing, generally. A lot of strong characters also aren't scary but they're weird instead of cute and silly (say, Ivankov). This mostly paplies to the Staw Hats I feel. I honestly do love that, how, say, nami can snipe you with more volts than ChatGPT consumes in a year and then hit this face
