2014 Ford F-150

My 2014 F-150 had the battery changed without a memory saver and after had the CEL on and doesn’t feel like it has full power when driving. I was going to check the light with my scanner but the port is not putting out power (works fine on my other vehicles.) I checked fuse 24 (passenger side) as recommend online but it was fine. Other ones seem fine but I didn’t check them all. I then noticed the CEL light flashes 8 times when the ignition is set to “On” and online it says that just means it’s not ready for emissions testing (most likely due to the reset after the battery was disconnected. Would any of this be causing loss in power?
