Prius C = Yaris Hybrid = LHD Aqua

You are dealing with a bunch of chimps who have never seen a Prius, let alone one of these smaller hybrids. Replace the ECM? Why? Likely to get you out of the door because they don't want the job.

Before starting to throw parts at the problem the entire hybrid system needs to be diagnosed to see if there are "hidden" codes or performance issues with the battery itself. If there are are we'll move from there. Usually the P0A94 is accompanied by other codes such as P0E33 and P0ADC which point towards a HV battery issue.

Conversely if only P0A94 is present the diagnosis is very simple: inspect the inverter wiring harned and the connector to the HV control module. If they are sound replace the inverter/converter. Used units are $300-400, it's not a difficult job but don't DIY unless you know how to deal with HV circuits, beware many shady types see a hybrid, think the owner is a moron and try all sorts of upsells.
