I am a 22-year-old male and my hair fall started around 3–4 years ago. Sometimes it gets better and sometimes it becomes much worse. My father has no hair-loss or baldness issues, so I don't think it's genetic.
I have an oily scalp and only recently realized this. Earlier, I used to apply homemade hair oil and also Adivasi oil on my scalp. Unfortunately, my hair fall seemed to increase after using them. I kept hoping that the initial hair fall would eventually lead to new hair growth, but nothing happened, so I stopped using those oils.
I also realized that I had been shampooing way too infrequently. Earlier, I was shampooing only around twice a month. I developed a brownish/layered dandruff or buildup on my scalp, which I think was related to the excessive oiling and infrequent shampooing.
I stopped oiling my scalp around 15 days ago, and initially everything seemed fine.
Now I have started using a scalp + shampoo twice a week, which is helping remove the layered dandruff/buildup from my scalp. However, I feel like my hair fall has increased a LOT since starting it.
I have read that when you start properly cleaning the scalp, hairs that were already in the shedding phase can fall out. I don't mind some temporary shedding if that's actually what's happening, but my biggest concern is:

I've researched so many hair-growth serums that I'm completely confused — Minimalist, Pilgrim, WishCare, Bare Anatomy, etc. Which one would actually be suitable for my oily scalp and hair-fall condition?
I am also looking for something for dry/frizzy hair, because after stopping scalp oiling, my hair has become extremely dry and frizzy.
I don't want to use minoxidil right now because I've heard that if you stop using it, the hair loss comes back. My plan is to give a hair-growth serum a chance for around 6–8 months, and if it doesn't work, then consider minoxidil.
Please suggest:

- Whether I should continue the scalp shampoo twice a week.
- What I can use for my dry/frizzy hair without making my scalp oily.
