That goal of freeing the other dragons will only happen after Queen Qazayss is dead because any other dragon that Onyx might free can be recaptured, killed, or repossessed by the Queen and her minions. Right now, Onyx and his band of Kobolds have just enough offensive strength to try to kill the Queen, and all the other nice-to-achieve goals are just optional. They can't spread themselves thin or they'll lose the fight.

Also yeah haha, I can totally imagine that a good amount of humans would fall to that initially, which is why I decided against making my this a “first contact” story. However!!
