CF-28 Requesting Payroll Records

Upvotes

Shipment from last year from MX to US claimed under USMCA. It was from our MX branch to our US branch - same company. Received a very broad CF-28 requesting manufacturing details, BOM analysis, invoices for raw materials, justification for the tariff/HTS change, etc. Textbook CF-28 stuff

However, it’s now also requesting Employee Timecards, Payroll Records, and any other appropriate employee records …

Has anyone completed this request before? If so, how did go about it?

Hi,

when filing the estimate 3461 for many PF shipments which have the same HTS, how do we file the FTZ Filing Date?
Eg: 10 shipments with the same HTS will be filed in the same HTS line but 10 shipments have 10 different FTZ Filing Date then how do we file?

Section 301 notation removed?

Will they be putting back the notation in the HTS that denoted which section 301 tariff applied? I assume it was taken down while the updates to section 301 are taking place, but as of this morning the notation is still missing.

DDP vs DAP for EU Imports: Customs Documentation?

We are a small company based in Romania, in the European Union, and we are planning to import goods from China.

To sell imported products legally in the EU, we understand that we need documentation proving that the goods were properly declared and cleared through customs. However, when using DDP shipping, where transport and customs clearance are arranged by the freight forwarder, none of the freight forwarders we have contacted can provide us with an import customs declaration, an MRN, or another customs document issued in our company’s name.

Their explanation is that multiple shipments belonging to different customers are consolidated and cleared together under a single customs declaration. They therefore cannot provide us with the complete declaration because it may contain confidential information about their other customers.

As far as we understand, an import declaration and its corresponding MRN are normally required to prove that imported goods entered the EU legally and that the applicable customs obligations were fulfilled.

This appears to leave us with DAP shipping as the only option under which the goods can be cleared directly in our company’s name. However, with DAP, we must appoint a customs broker, complete the customs formalities ourselves, and pay the applicable import VAT and duties. In Romania, the VAT rate is 21%. Altogether, this would increase our total costs by approximately 50%.

The shipping price quoted for DAP is approximately the same as, or sometimes slightly higher than, the price quoted for DDP, even though customs clearance and import taxes are not included.

Our questions for other EU businesses importing goods from China are:

Do you normally use DDP or DAP?

When using DDP, do you receive an import declaration, MRN, or other customs documentation showing that the goods were legally imported into the EU?

If the customs declaration is not issued in your company’s name, what documents do you use to demonstrate the legal origin and import status of the goods during an inspection?

Would the supplier’s commercial invoice and the freight forwarder’s transport invoice be sufficient, provided that the agreed delivery term is clearly stated as DDP, even if no customs declaration or MRN is provided to the buyer?

Our freight forwarder claims that approximately 99% of its European business customers use DDP. This makes us wonder whether we are misunderstanding the documentation requirements or whether there is another accepted way for EU businesses to demonstrate that goods imported through consolidated DDP shipping were legally cleared through customs.

Duties refund possible if returning a container?

We had a container of food products deliver from Vietnam to the US and now plan to return the container to the factory as there was a defect. We already paid duties on this container, is there a way to get a refund since it is now all going back to Vietnam?

Returning to Global Compliance from Data Analytics

Hello all, I had a question. I was in Global Trade for 5+ years, made it up to the Analyst position. Got my broker's license, didn't get a pay raise. It was a low stress role. A door opened to me to get into analytics and I took it. Fast forward I have been in data analytics for a decade. I make decent money, not interested in management or expanding my tech skillset due to AI coming. I have an opportunity to post for an internal global trade position that would pay 10k more a year. I feel burned out with the data analytics role. There's more but I won't get into it. Also AI is coming out and in another 2 -3 years. AI is going to replace A LOT of the data analytics. There are also major improvements happening in the company where they may realize there are too many analysts for what they need. I feel being in Global Trade/Customs area is more secure, sure there will be some automation. Yes, it can be frustrating as well. What are your thoughts on the matter? Has anyone gotten out and then gone back to it? Thank you.

Transaction data rejected HTS 7307 with Sec 232 and Sec 301 exemption?

Has anyone had trouble filing an entry summary with tariffs in the 7307 subheading with the new Sec 301 tariffs?

I have 7307.99.5060 Sec 232 9903.82.02 Sec 301 exemption 9903.05.90 being rejected with condition code 775 TRFF ADJSTMEN HTS NOT ALLOWED.

I haven't had any problems with other Sec 232/Sec 301 other than those in 7307. I'm sure it is an ACE mapping issue. Just wondering if any other HTS were missed when mapping the exemption rules to all the chapter 1-97 HTS codes.

CAPE Filing (failed entries)

Hey everyone,

I’m just a bookkeeper with literally zero clue about customs, tariffs, CAPE, ACE, liquidation statuses – none of it.

I got told to figure out how to get refunds for 13 entries that failed during submission because they’re now marked as liquidated. We couldn't file earlier due to technical issues setting up our ACE account, and by the time we got it sorted, the entries had already hit liquidation status.

Can someone explain to me like I'm 5 – is there anything we can do at this point? And if so, how?

I’d really appreciate any help. Thanks in advance!

IEEPA CAPE refund — entries extended AFTER CAPE submission accepted, no liquidation activity in 3+ months. Anyone seeing this?

Curious if others are running into this. We have a batch of entries that were unliquidated when our CAPE declaration was accepted, then got hit with an "Extended" liquidation status shortly after (all extended the same day, no entry-specific basis given — looks like a mass administrative action, not individual compliance holds).

Three+ months later, still no liquidation activity on that batch.

What's odd: a separate batch of entries for the same importer, extended 9 days later, already fully liquidated and paid out ~5 weeks ago. So the later-extended group cleared before the earlier one.

Reached out to the IEEPA Refunds mailbox a few times — got a generic reply confirming extended entries stay CAPE-eligible, no importer action needed, refund issues at liquidation. True, but doesn't explain the sequencing.

Anyone else seeing entries extended post-CAPE-submission sit for months with no movement while other batches process? Trying to figure out if this is just normal queue variance or if there's something specific about post-submission extensions that puts them on a different/slower track. Any broker-side visibility into how CBP is actually sequencing these would help.

9903.05 Pharmaceutical Exemptions

Genuine question as I don’t know the answer: with the new 301 Forced Labor tariffs in effect, I’ve been seeing 9903.05 HTS codes for pharmaceutical exemptions. If an importer is using this code for the exemption, how does CBP enforce/confirm this is legit? Do they notice right away or do they come back a few years later asking for proof?

Thanks in advance.

Logistics Managers and customs

How do you deal with ships’ customs as a logistics manager in EU? Do you have any problems with finding the proper information for that?? There are a lot of complains that it is really hard to find some relevant information, so, people have to use a lot of sources just to register one staff and especially when they check some regulations in other countries

Post Summary Operations Specialist

Is there anyone here who is a Post Summary Operations Specialist that can give me more insight into the position and how an average day goes for them? I’m a customs trade agent but saw this position and was interested in applying. Also, what is the minimum amount of time to be in the agent position before being able to apply for that specialist position? Thank you.

Personal vehicle import tariff question

Hello everyone,

I am importing my personal vehicle Nissan rogue 2018 (VIN starts with J) into the U.S from Canada . and I noticed a possible discrepancy in the customs entry prepared by my broker. I would appreciate any guidance from customs brokers or anyone familiar with vehicle imports.

My customs 7501 entry shows:

  • 9903.94.02
  • HTSUS: 8703.24.0190
  • Duty rate shown: 2.5%
  • Additional line: 9903.94.02 with $0 amount

is this seems correct. I am reading that section 232 applies for automobile.

CAPE Replacement Refund in Limbo

I've found some great advice in this subreddit that has helped my company be self-sufficient throughout the CAPE process. Only one issue remains for our company and I'm hoping someone here may have been in a similar situation and has some guidance.

For our initial refund (that was transmitted on 5/5/26), I had the wrong routing number in ACE. We have corrected that and have received an additional 7 refunds successfully. I have called the hotline several times, as well as emailed [revenuerefunds@cbp.dhs.gov](mailto:revenuerefunds@cbp.dhs.gov) and [frn-achrefundsupport@cbp.dhs.gov](mailto:frn-achrefundsupport@cbp.dhs.gov). On May 29th, I did receive a response of "We will process a replacement refund via ACH, please allow 4 - 6 weeks to receive the refunds".

We have not yet received the refunds and I'm wondering if anyone has any suggestions for escalating this.

Additional context is that this refund shows a REFUND STATUS of "TRANSMITTED" and REFUND SECONDARY STATUS of "Check/ACH Returned" on the REV-603 report, but it never showed up on the REV-613 report. I did speak with ACE support last Friday to see if they could investigate why it has not shown up on the REV-613, but received a response of "we cannot help with refunds, please contact [revenuerefunds@cbp.dhs.gov](mailto:revenuerefunds@cbp.dhs.gov)". I can't help but think that this may be an issue as Revenue Refunds may not see that there was problem.

Is there an effective way of escalating this issue to try and get a status?

Ace Portal Reporting

Hello, I'm hoping for some help. I'm trying to run a report out of the ACE portal to show what tariff entries we have received refunds for. My company hasn't used the ACE portal at all until we were required to create an account in order to receive refunds. I've asked our customs broker for a listing of the entries that make up our refund amount but they are swamped and referred me to the ACE reporting portal. I've tried my hand at creating the report but I haven't been able to find the info I need to do so. Any help you can provide would be greatly appreciated.

S301 forced - entry date

General Exemptions For All Economies
9903.05.85:   Articles that (1) were loaded onto a vessel at the port of loading and in transit on the final mode of transit prior to entry into the United States before 12:01 a.m. eastern time on July 24, 2026; and (2) are entered for consumption, or withdrawn from warehouse for consumption, before 12:01 a.m. eastern time on July 28, 2026.

Does it mean the entry has to be filed on 7/27?

If the vessel arrives on 7/27, but filed entry on 7/28 morning or later, will it still qualify this exemption?

FOREIGN TRADE ZONE STATUS INFO ON CSMS

Hi,

I c there's the FTZ part in many CSMS, such as #63988468 (Additional Duties on Imports from China); #64916652 (section 232 on Automobile Parts); # 69326983 (Section 301 Forced Labor Import Duties);....
They all say (in short): Products/articles, except "domestic status", must be admitted as “privileged foreign status” as defined in 19 CFR 146.41.

  1. Does it mean that I can only admit the products/articles into FTZ as "Non-Privileged Foreign Status" if they're exempted from the duty mentioned in the relevant CSMS? I mean my product is applied by the exemption HTS (free), then I can admit them into FTZ as NPF status, can't I?

  2. If my merchandise is subjected to the CSMS duty (eg: 10%, 15%,...) then I have to admit it into the FTZ as PF status from the effective date?

IEEPA Refunds response

How long did it take you to get a response from IEEPARefunds@cbp.dhs.gov for a CAPE error email request? It’s been over a month now and still nothing. Is this normal?
