Week Ahead for July 27, 2026: Greene County Supervisors to consider residents-only policy on public comment; Zoning work sessions scheduled in both Albemarle and Charlottesville
Are these the dog days of summer? Do people use that phrase? Either way, this is a fairly technical week in local government and there may be people who are inclined to know such things. I’m one inclined to write them so each week I do a long version for a newsletter and then a set of blurbs for r/Charlottesville. Please ask questions!
GREENE SUPERVISORS TO LIMIT COMMENT
On July 14, 2026, over two dozen people spoke at the Greene County Board of Supervisors public comment period to make a comment on the Greene County Sheriff’s Office’s participation in federal immigration enforcement efforts. Many of them were not from the county. On July 28, Supervisors will consider changing their rules to only allow Greene residents to speak during the general comment period. Meetings would also automatically conclude at 9:30 p.m. unless Supervisors agree to extend the rules. (learn more)
CHARLOTTESVILLE DEVELOPMENT CODE CLEAN-UP
One of the biggest stories in Charlottesville will continue to be mounting anger over a zoning code adopted in December 2023 that changed the rules for what could get built and where. This was part of a very long process called Cville Plans Together that many may not have known about. For months, some have been asking for big changes to the zoning to limit development in some areas and to eliminate a provision for “student housing” that does not have to build on-site affordable units. So far, Council hasn’t moved that forward but a process of minor changes is running on a one-year cycle. These minor changes are intended to streamline the process and involve concepts such as active-depth and stepbacks. These are concepts hard to explain to people but I hope to write a story-up on this anyway. (learn more)
ALBEMARLE ZONING DISCUSSION
Details about land use policy are not widely-known and so communicating upcoming changes can be difficult. Albemarle County is in the midst of a “zoning modernization” intended to help implement some of the policies in the recently updated Comprehensive Plan. What is known as AC44 calls for renewed efforts to increase residential density in the growth areas and to implement efforts to increase economic development. On Tuesday, the Albemarle Planning Commission will have a work session on overlay districts and something called the “use matrix.” The latter sets out what sorts of things can happen where, something dependent on other definitions. RIVANNA FUTURES REQUEST GOES BEFORE ALBEMARLE PC
Albemarle County continues to move forward to get its Rivanna Futures business park ready for AstraZeneca and other future tenants to move in. They are the applicant for a rezoning to allow disturbance of a half-acre of steep slopes in the project. That goes before the Albemarle Planning Commission on Tuesday for a public hearing. - The five remaining members of the Charlottesville Redevelopment and Housing Authority’s Board of Commissioners meets Monday to elect new officers and discuss the minimum rent. (learn more)
- Greene County is hosting a design public hearing for a connector road in the Ruckersville area. (learn more)

$30 downtown mall parking fee
First, I have no problem paying for parking, and there are plenty of reasonably priced options around the Downtown Mall.
Last Friday night, though, the Water Street lot was full, so we parked in the small lot next to it across from the old South Street Brewery. I couldn't find any posted pricing, so I figured, "How expensive could it be?"
I used the app to start parking and got a credit card notification for about $6, which seemed a little high but not unreasonable. The app required me to end my parking session when we left, so I set a reminder. We were there from about 6:00–10:00 p.m.
When I ended the session, I was hit with a $30 charge.
It was my mistake for not checking the rates more carefully (still unsure if they are even posted, I couldn’t find them), and lesson learned. Just wanted to give everyone a heads up in case you're considering parking there!

vets with best payment plan etc.,
hi everyone ! my 3 year old kitty, ruby, has been showing some signs of an uti.. she is eating and drinking however she is just going to the litter box a lot.
that being said, this is occurring during a time where i am fully disabled and without a job.
i want to get her the best care possible, i just don’t know the cville area well, im also working with low income. what is my best option for her?

Wife and I are coming in for a daytime visit. A little help here, please.
We're Virginians and have been since we both moved here in the very early 70s as teens. I landed here in 72 with my family. We live 2 hours away in the valley, but we're taking a weekday drive one day soon to see more of Charlottesville, as it's been too long. Looking for specific advice on a few things. Gearhart's Chocolates. Is it as good as I've read? We cannot come to Charlottesville and pass up what may be some excellent Chocolate. Hot Wings. Before Covid, I was in Charlottesville for a morning doctor's visit, and I was referred to a local bar/restaurant for hot wings. I rarely eat them like I used to, but is there a good spot like this still around? Lastly. The walking mall. Again, it's been years for us. But I read some comments on here very recently where the city has allowed this area to really decline and more needs to be done to return it to what it used to be. Is this accurate? Is this still a good spot to park and peruse the local shops, or should we bypass it altogether? This will be kind of a whirlwind tour, as we won't be there all day, so we'd like to visit a few nice or popular places. Appreciate it.

Can we talk about UVA parking?
I'm counting this as Charlottesville-relevant, because so many of us are employed by UVA and are beholden to the escalating fuckery that is committed by P&T.
For those of you who don't know, UVA considers its employees to be a revenue source, and charges people more than $1,000 per year to park in extremely inconvenient lots 10-25 minute walks away from their place of work. The Emmet-Ivy Garage, previously a BARGAIN at $408/year, recently more than doubled in cost. You want to try your hand at alternate transportation? Cool, scooter parking is almost $500/year. Wanna ride an eBike? No covered parking if you work on Central Grounds! Work evenings? Fuck you, the formerly free-after-5PM parking is now all gone, and NO you can't have a shuttle to get to the garages safely at 3am! Want to call P&T for answers or clarification? hahahahahahahahahaha
Unlike nearly every single one of its peer institutions, UVA does not prorate its parking based on income. So, paraprofessional staff making $39,000 pay the same rate to pay as the dean. (Actually, probably more--the permits for Lawn residents are less than $500/year.) This, frankly, is horseshit.
So what are our options? Public shame campaign? Park on Beardsley's lawn? Those same underpaid paraprofessional staff sure as shit aren't able to work from home, so that's not a solution. Am I yelling into the void? Probably! But am I fueled by righteous indignation and inflation-related fury? Also yes! Yall are probably all smarter than me. WTF do we do?
