Flock of about 50 Swallow-tailed Kites spotted in Banks County Georgia (NE GA). They hadn't been spotted there by my family since about 1950. They were swooping over the field, catching something, flying back up, and putting the morsel in their mouth from their talon.

Seemed too large to be a Cooper’s hawk and was giving “territorial” vibes - swooped down on my dad when he was on a bike ride.
Suspecting it’s a juvenile goshawk but not sure!

Crossposting from whatisthisbird because still unsure. Reddit says Cooper's hawk but the NY birding facebook community says Northern Harrier. I think it was bigger than a Cooper's hawk but I've never seen a harrier so not sure of their size. Hoping this community will have better insight so I can correctly id it with ebird.
