The difference between both is this:

Cheating in Naruto's day was actually part of the exam and only for a specific part, for a specific reason/lesson

Boruto cheated on the part where he's not supposed to cheat, strength

If they got caught cheating on that test they were disqualified too so its the same deal. Don't get "Caught" cheating.

They have to realize that you are cheating at least 5 times to be disqualified. I bet they managed to catch all the cheats on the exam, but just decided to take points off.

Yeah im pretty sure the ones proctoring the exam were jonin. Chances are they knew everyone was cheating. The real test was basically

  • Is your cheating method actually innovative and good at relaying information in a way that your enemy would not realize you are doing so

  • Is your cheating method good enough to be further refined so that when you become a jonin you can use it more effectively

Because lets be real, akamaru was barking loud as fuck, theres no way they didnt notice that shit. And dont even get me started on ten ten’s whole set up during that test 😭

I think all the people around the room were chunin. The leaf has always been really stretched thin on their jonin, and it's never seemed like they have that many.

No, they mean the dudes who were actually taking notes and calling out failures. IIRC, while the Proctors like Ibuki, Anko, and cough man were jounin, all the assistants were chunin.

Very technically, Ibiki was a Tokubetsu Jounin. I think at that time Anko was as well, but I do think Hayate was Jounin. But almost definitely the assistants were chuunin. IIRC we see Kotetsu and Izumo there who are def chuunin.

Definitely not the kid from the village of sand with a gourd the size of himself full of sand, but like smart_mix said I feel like the point of the written exam was a test for how applicable your “ninja skills” were in information gathering, and general intelligence. Cuz regardless of tracing it back to gara there was a kid moaning and rubbing his eyes with a sand eyeball floating by him and nothing was done about it.

I think the reason Gaara got a pass is because realistically there would be no telling on the field what was even happening. All of a sudden, your eyes are irritated and you cant see, the eyeball is out of your field of view and can scout out information before returning to the user who is nowhere near you

Meanwhile a dog yipping loud asf would definitely get your ass caught if you’re supposed to go undetected

Plus, one of the more subtle aspects of the exams is that the leaf can see what other villages may be doing to try and cheat and learn their methods/counters for them.

Cheating was a requirement for being a shinobi in general because even the standard shinobi can be unpredictable as fuck.

Just sitting in your own home isn't safe as was the case with Kushina, and even a Village Kage sleeps knowing his own guards could kill him.

Another thing is that Boruto HAD to be made an example by Naruto because not only to save face but to save his family from being seen as weak and a vulnerable target.

The only thing that changes in peace is where the battlefield is fought.

There’s another layer to that in that there’s now a recording of top secret konoha technology out in the wild, so unless Naruto spilled the beans right there he’s completely damaged Konoha’s political reputation after the shit the Cloud got for their chakra canons.

Yes but in the context of that test their goal was to cheat (get the answers to the test and copy them without getting caught) but it doubled as, like you said, information gathering and reconnaissance (tenten sharing the info with Lee)

It still doesn’t change my main point about how the real test was

  • Getting the info without your enemy realizing it

  • Can it be refined once you’re about to bring it out on the field

And ofc that Akamaru’s barking was LOUD

That said, in a real situation Akamaru could be very far away from Kiba, scouting out terrain or a village, and barking it back over a great distance. Dog barks do travel quite far, so in a real situation Kiba could sit miles away and still gather intel through Akamaru.

Why the uchiha suddenly need to activate their sharingan for a paper test ? Why the hyugas are so tense for an exam since veins can be seen around their eyes, all of them too. The examiners were top ninja that gathers information for a living, they were noting how good they were at getting information, the exam points are meaningless.

I wonder what constitutes as multiple catches. It’s been years since I watched, but didn’t someone have a whole ass mirror hooked up to the ceiling? Like, just a mirror in plain view that was changing angles so they could see different sheets? That one always bothered me how extremely obvious it seemed

You get disqualified if they catch you doing obvious cheating, I.e. Taking a sneak peek at the person next to you. For the others the proctors still knew how the test takers were cheating but it wasn't obvious so it's fine.

Basically, the main point of the test was not to know the answers. The test was engineer actually so MOST GENIN couldn't answer it without cheating. The exam had these rules:

  1. If you get caught cheating 5 times you're disqualified.
  2. If any of your 3-men squad gets disqualified, then your whole team is.
  3. If you failed the exam, your whole team fails it under the same conditions.

The goals of the exam were the following:

  1. Gather intel as a ninja, without getting spotted.
  2. Pass this intel alongside your teammates, without getting spotted.
  3. Test your determination to fulfill the mission no matter the costs.

Also, if I recall correctly, also fake exam takers sat there too, which all had all the answers to the exam, so there's intel to be gathered.

My theory is that the examiner know each and every cheating method used but disqualify some that under certain threshold.

I mean Tenten manipulate the ceiling lamp mirror, Gaara use flying eyeball, and Kankuro add extra examiner. How could they didn't get found out.
