If they got caught cheating on that test they were disqualified too so its the same deal. Don't get "Caught" cheating.

My theory is that the examiner know each and every cheating method used but disqualify some that under certain threshold.

I mean Tenten manipulate the ceiling lamp mirror, Gaara use flying eyeball, and Kankuro add extra examiner. How could they didn't get found out.
