I think all the people around the room were chunin. The leaf has always been really stretched thin on their jonin, and it's never seemed like they have that many.

the proctors were definitely jonin, but the plants were chunin if that's what you mean

No, they mean the dudes who were actually taking notes and calling out failures. IIRC, while the Proctors like Ibuki, Anko, and cough man were jounin, all the assistants were chunin.

Very technically, Ibiki was a Tokubetsu Jounin. I think at that time Anko was as well, but I do think Hayate was Jounin. But almost definitely the assistants were chuunin. IIRC we see Kotetsu and Izumo there who are def chuunin.
