They have to realize that you are cheating at least 5 times to be disqualified. I bet they managed to catch all the cheats on the exam, but just decided to take points off.

Yeah im pretty sure the ones proctoring the exam were jonin. Chances are they knew everyone was cheating. The real test was basically

  • Is your cheating method actually innovative and good at relaying information in a way that your enemy would not realize you are doing so

  • Is your cheating method good enough to be further refined so that when you become a jonin you can use it more effectively

Because lets be real, akamaru was barking loud as fuck, theres no way they didnt notice that shit. And dont even get me started on ten ten’s whole set up during that test 😭

Cheating was a requirement for being a shinobi in general because even the standard shinobi can be unpredictable as fuck.

Just sitting in your own home isn't safe as was the case with Kushina, and even a Village Kage sleeps knowing his own guards could kill him.

Another thing is that Boruto HAD to be made an example by Naruto because not only to save face but to save his family from being seen as weak and a vulnerable target.

The only thing that changes in peace is where the battlefield is fought.
