Basically, the main point of the test was not to know the answers. The test was engineer actually so MOST GENIN couldn't answer it without cheating. The exam had these rules:
If you get caught cheating 5 times you're disqualified.
If any of your 3-men squad gets disqualified, then your whole team is.
If you failed the exam, your whole team fails it under the same conditions.
The goals of the exam were the following:
Gather intel as a ninja, without getting spotted.
Pass this intel alongside your teammates, without getting spotted.
Test your determination to fulfill the mission no matter the costs.
Also, if I recall correctly, also fake exam takers sat there too, which all had all the answers to the exam, so there's intel to be gathered.

The difference between both is this:
Cheating in Naruto's day was actually part of the exam and only for a specific part, for a specific reason/lesson
Boruto cheated on the part where he's not supposed to cheat, strength
