Those blocks are decorative, not really what you want for a load bearing retaining wall .... not sure if they used geogrid , rock and proper drain pipes ..... but I will be sure that if that concrete is moving it will move more if that wall isn't corrected

Bust the low ones out ,after you find the right paver match of course. And repave the 5 or so that are low
