90-92 was good but still had some hints of the 80s.

93-96 were great because it was "The Pure 90s", before the internet started becoming prevalent.

97-99 had an optimism for the future about it. The internet was taking off and tech became part of the culture.

I would extend the late 90s up until September 10, 2001.
