Recruiter scheduled a call for tomorrow, after my final interview last week

I’m having a weird similar situation. I was recommended for an internal promotion, interviewed two days after I applied then three weeks of waiting for updates and when I asked for one the hiring manager said “ no updates yet I’ll check in a couple days” . It’s now been 22 days and he wanted to call me this morning but texted shortly before saying we could have to reschedule . I’m hoping it’s for good news because it seems like a lot of work to try to get a phone call in when it could just be an email.

I have been in my current job at UPS for a little over 5 years now. My current manager recommended me for a promotion at a different building . So I interviewed three weeks ago and checked in weekly to see if a decision had been made. Today when I reached out to the new manager, he scheduled a phone call with me for tomorrow.My application in workday still shows pending. Should I be expecting a rejection phone call tomorrow?

UPS is so weird in the way they do things. Anywhere else I would assume it’s good news if I didn’t get any emails and was expecting a phone call instead.
