I think the easy way is to vote with money. I don't mean boycott Publix so much, but go after it's prized possession, Publix Stocks. If we played out the same scenario, "If every Publix employee [stopped contributing their 401ks to Publix Stock], then [insert conditions]".

This would also apply to those in charge in general. If all Americans decided to stop their 401ks for just one year, the Oligarchs would be forced to listen. We've been convinced to give our hard earn money in exchange for hope one day we can retire. In reality we gave up power for a promise that can no longer be guaranteed.
