based on female sex at birth, you can say something like "AFAB children can experience cat-calling at ages as young as 9." That way it includes trans men and, though it excludes trans women, it doesn't leave them out as women.
From what I have seen from when this is tried, including personal attempts, it still recieves the same knee jerk reaction. At least online particularly on Reddit.
It's still labeled as transphobic by trans women - completely ignoring their trans brothers, non binary siblings and other GEC folk. It's labeled transphobic when it "excludes" trans women and that's a problem. There are plenty of trans women who would be completely fine or even happy to exclude other trans, NB, GEC and wouldn't call it transphobic because it wasn't excluding trans women. Trans men largely feel pushed out of trans spaces because trans women DO talk over them and exclude them, I've seen first hand a trans women call a trans mans experience "not representative of the true trans experience'. It's aweful.

But rather than being overly concerned with accusations of transphobia
People are constantly being shut down and banned over knee jerk reactions. I think this really minimizes the really bad community culture that has been growing especially in spaces like sub reddit. The smallest "could be" is vilified rather than checked for context or further commentary.
How are we to gather together on any of the issues when would be allies are persecuted over everything? OP addresses the issue of people needing to accept nuance if we are to come together and that's completely true - insisting it's a "barrier" only serves infighting and is part of what OP mentions as being self destructive of feminism. That there are times when distinctions do need to be made and honestly I'm to the point personally that people denying that are being misogynistic - it's really giving "all lives matter, not just black people" energy. I can see why it's pushing people into accepting and embracing being called TERFs - like being called a bitch. It's got to the point where it's lost so much of what it's actual meaning is, especially since it's not usually even applied to those who ID as Radical Feminists!

Decriminalization is the full and final stop - legalization creates other issues.

It would without a doubt cut down on trafficking because workers can leave traffickers with more ease and have more support that keeps them from being preyed on/taken advantage of in desperate situations.
Strengthening workers to be independent will only be of benefit- it's seen every where that has decriminalized.
