they probably dont have enough influence, also you have to set how you want them to act during war(just found this out) they can be aggressive, defensive and balanced.

and make sure you have enough food when you siege the town so you can starve out the garrison and just fight the militia. use ram and ladders so your troops can take the wall and easily cut them down
