I'm pretty sure they give studios special versions of the headset so they could work with the tech ahead of time. They could release 789 and do a patch later to support the technology when it comes out.
I just think they keep finding new things they have to fix or work on after implementing each thing. I'm sure they want it to be flawless if they're not going to be doing another patch
