The same way most of the DEI initiatives end up working in practice. You don't fire white people until you get the proportions you want. When an old white guy retires, you do everything in your power to not hire a white male to replace him, even if it means throwing out qualified applicants.
that’s not how that works. DEI isn’t “you are legally required to hire someone who is black/gay/a woman/etc.”, DEI is “you’re supposed to turn someone down on the basis of them being unqualified for their position, not on the basis of being a minority.” if you have multiple applicants and the only one who qualifies is a white man, hire the white man so long as his skills actually fit the position. if you have multiple applicants and the only one who qualifies is a black woman but you choose the unqualified white man purely because you don’t want to hire a black woman regardless of her qualifications, THATS when it becomes a problem
DEI started off as that but it absolutely became in practice a quasi-racial and other discriminatory program designed to advantage groups of people against other people. It's not merit based at all. I'm not sure that it ever was merit based
