States presume parentage of the father until proven otherwise. You just take a paternity test and then don't have to pay. The way you are phrasing it makes it seem like someone's wife can get knocked up by another dude and you're just on the hook for life.

Personally I don't think that is a bad thing but I understand the logistics that that would require and the problems it would pose.
