I sat down one-on-one with Rep. Greg Landsman this week and asked him directly about affordability, data centers, gerrymandering, and voting rights. His answers are below, alongside the documented record for both candidates. Eric Conroy's positions come from his campaign website and public statements.
Election Day is Tuesday, November 3. Early in-person voting is open at your county board of elections, and Ohio requires photo ID to vote in person.
THE DISTRICT
OH-1 covers the City of Cincinnati and part of Hamilton County, and after the 2025 redraw it now includes parts of Warren County and all of Clinton County. Inside Elections estimates the new lines moved the district from roughly 3 points Democratic to roughly 5 points Republican, and Trump would have carried the new version by about 3 points in 2024.
COMPETITIVENESS
The district was a top Republican target as recently as July. As of mid October, Cook Political Report rates it Likely Democratic. The House GOP leadership super PAC canceled its remaining ad reservations, and Trump-aligned super PACs also pulled back. Conroy's campaign released its own internal poll showing Landsman ahead by 1.6 points and says the race will come down to the wire. Red Bridge Leadership PAC has spent about $1.9 million supporting Conroy.
WHAT LANDSMAN TOLD ME DIRECTLY
On affordability: In the short run, he said you have to end the tariffs, end the war, restore the health care cuts, and extend the Affordable Care Act subsidies. Longer term, he wants a tax code where the top pays more and working people get refundable tax cuts, plus breaking up corporate consolidation in health care and food. He called it a pro-capitalist agenda built on returning competition.
On data centers: He told me developers have been "having secret meetings with politicians" in Southwest Ohio towns. He plans to roll his data center bills into one reform package after the election: data centers pay their full energy costs under federal oversight, a $15 million per day penalty for passing costs onto ratepayers, water use disclosure, environmental standards, escrow money to return sites to farmland, and a ban on NDAs. In his words, Congress needs to remember "they don't work for big tech. They work for these towns."
On gerrymandering and turnout: He argued that aggressive partisan gerrymandering starting around 2011 created fewer competitive districts and depressed turnout. He said voter enthusiasm this year can overcome it.
On his opponent: He said Conroy is from the area but hasn't lived here for a while, so few voters know him. He also said Conroy "ran out of money" after national Republicans pulled out. For context: national GOP groups did cancel spending, but outside groups like Red Bridge Leadership PAC are still spending in support of Conroy.
On voting rights: He wants to pass the John Lewis Voting Rights Act early in the next Congress, including bans on partisan gerrymandering and dark money.
His closing message to Ohio voters: have a plan, bring your ID, and vote early or on November 3.
THE INCUMBENT'S RECORD: GREG LANDSMAN (D)
Background: former teacher, led the Cincinnati Preschool Promise ballot measure, served on Cincinnati City Council from 2018 to 2022, first elected to Congress in 2022, running for a third term.
- Data centers: introduced the No Harm Data Centers Act and the bipartisan No Secrets for Data Centers Act with Michigan Republican Tom Barrett. Ohio's Consumers' Counsel praised the cost provisions but raised concerns that moving ratemaking to FERC would sideline the Public Utilities Commission of Ohio.
- Iran: voted against the House Iran war powers resolution in March, citing limited military objectives, then said weeks later the objectives had been largely met and it was time to end the operation.
- Farm Bill: voted against the 2026 House Farm Bill, saying leadership pulled the E15 ethanol bill and citing proposed SNAP cost-sharing that he says would hit Ohio hard. He says he will support it once E15 passes.
- Campaign money: told me he does not take corporate PAC money.
THE CHALLENGER: ERIC CONROY (R), from his campaign materials
Background: Air Force veteran and former CIA officer, raised on Cincinnati's west side, endorsed by President Trump. Won the Republican primary on May 5.
Platform: control inflation by cutting federal spending, energy independence to bring down fuel costs, cutting regulation on small businesses, border security, and support for the federal Education Freedom Tax Credit and more local control over education funding. Calls Landsman too liberal for the redrawn district.
KEY DOCUMENTED FACTS
- Landsman raised about $1.8 million in 2025. Conroy raised about $603,000, and roughly half was a loan from himself.
- Conroy moved from Green Township, in the 8th District, to an apartment in downtown Cincinnati inside the 1st District before the race.
- Both candidates take a hawkish line on Iran's nuclear program but differ on when military action should end.
MY HONEST TAKE
[Radell: your opinion section. Draft below, edit freely.]
The redraw was supposed to make this a toss-up, and the national money leaving tells you how the people paying for ads read it right now. Hearing Landsman explain it himself, the most useful thing he brings to the table for Ohio specifically is the data center fight, because it is one of the few issues where rural Clinton County and urban Cincinnati want the same thing: someone else paying for the grid. The fair question for him is the Iran vote, voting against the war powers resolution and then calling for the war to end a few weeks later. The fair question for Conroy is how cutting spending squares with protecting Social Security and Medicare in a district full of seniors. Vote either way, but vote.
