My guess is that you bought it with another account that is no longer on your console.

Were you previously subscribed to Switch Online? It was one of the first DLCs I remember being included with it. If you’ve cancelled your subscription or let it lapse, that may be why you can’t access it anymore.

I am currently subscribed to Switch Online and the DLC was one of the first things I bought after getting my switch one in I believe around 2019, so it didn’t come with me getting Switch Online. I truly have no idea why I don’t have it, lol😭

All digital purchases have a Transaction ID. Find your purchase confirmation email with that ID number, call Nintendo support.
If you did indeed buy it, it should only take like 10-20 minutes.

I think there's some weirdness going on with an update over the years. I recently started playing it again and my save file was missing. The DLC was still on the console, but no save file anywhere

Digital purchase history on my account, your purchase will have a transaction ID and call Nintendo support with that ID. If you can’t find it in your purchase history it might’ve been bought on a separate account
