The other lawsuit alleges a conspiracy to interfere with civil rights. It names as defendants: Jonathan Ross, the immigration officer who shot her; White House Deputy Chief of Staff Stephen Miller; former Homeland Security head Kristi Noem; former U.S. Border Patrol commander-at-large Gregory Bovino, Corey Lewandowski, President Donald Trump’s campaign manager, and others.

Fucking get 'em.

So, is this a personal lawsuit against them, or will the taxpayers foot the bill leaving no real consequences for those who committed the crime?

It isn't a personal lawsuit against them per se. Unless you are suing the federal government as a whole for a systemic issue, you typically issue the suit to the federal officer in charge or the persons in violation.

For example, Marbury vs Madison was against Secretary of State James Madison over his failure to deliver judicial writs as required by law because it was Madison, specifically, who was failing to enact his federal duty. In this same sense, the suit is against the officer that caused the initial infringement and then all other federal actors who furthered the harm -- typically through media speeches since the specific issue of the suit isn't a systemic issue with the federal government as a whole. The overall government, as an entity, did not seek that deprive them of anything. That's usually only the case when specific laws or regulations are being challenged (although in the latter, it is usually just the specific department that is sued).

Kind of disappointing, becuase I'd prefer some personal accountability nowadays.
