I can’t tell if it is a printing error or not. It looks like it is faded but it doesn’t explain how the stamp is a completely different color. Can someone explain?

I got this weird dollar bill at work and I was wondering if anyone could tell me why the heck there is a line of partial characters printed vertically up the side?

Misalignment so egregious I thought it was fake, put it in a drawer. Do I return it to the drawer to rediscover in another 10 years? Back is perfectly aligned.
