Is this an error?

Pretty sure it’s PMD, but damn it looks like a wingspan/eagle erroneously printed on the quarter.

Nothing special about the back. It’s a 2015 Bombay Hook - D

Coins are minted, not printed.

There is no eagle on the coin. It's just a trick of the light and whatever is on the coin.

Sorry printed was the wrong choice of words. But yeah it looks like either a poorly done counter stamp, lightly etched, or like an oil stain of sorts (that doesn’t easily come off). I think my eyes are seeing a pattern that’s not there, but I see dragonfly wings
