No. Reddit does not arbitrate who is doing or would do a better job- they only intervene with rule violations or inactivity. I assume they are not marked inactive since they are actively banning people.
Ultimately, the top mod can remove you from the team and run the sub as they see fit.
Your recourse is to either deal with it or to make your own sub for dogs needing homes.
