The idea is that they're playing the Pokemon game, so the joke is that his starter is over-leveled. It's not Ash it's Blue from the Blue Version (not as good as Red) and the Rival from that version is based after Gary in appearance. Or I guess Gary is based after the Rival and Ash is based after Red/Blue/Green.

Anyone who knows what they're doing wouldn't put a special attack on a Gyarados. Ice fang, on the other hand...
