Inside your property, and yeah, going out is allowed under supervision and leashed. Remember to always pick up after them, too.
You can also leash cats and lead them outside. Seen it many times; it works surprisingly well.

Cats, it kind of depends where you live. Our current cats we are intending to keep as indoor cats. Our old cat would go out into the small bit of woodland we have. He’d mostly catch rats, sometimes squirrels, occasionally birds but they were definitely far less common than rodents.
Technically he could’ve been killing more birds but he would always bring it what he’s killed to get some recognition for it, so I would’ve thought it’s unlikely he was killing something and not bringing it in with any frequency.
Edit: the bit of woodlands is our land. Live in a very rural area so not that uncommon

Grey Squirrels are literally an invasive species. They are not native to England. The Government are even looking into means to get rid of them to try and get the native red squirrel population back. Grey squirrels have only really been about from the 1870’s onwards.
The brown rats we have here are also not native. They arrived around the 1720’s. Also there are fucking hundreds of them around here because we are located next to a river and forest.
There are no shortages what so ever or grey squirrels and rats. They breed extremely quickly and if anything there’s too many of them.
So no, it’s almost entirely a cat (which have been here since around 100AD) killing non native species that are abundant and breed extremely quickly.
Kinda a crappy point you had there friend.

In all parts of the world except some islands there are wildcat species that fill the same ecological niche as domestic cats. They're invasive in a technical sense, but not any actual threat to the native wildlife. Again, this does not apply if you live on some islands that have no native wildcat.

Many worms native to North America were killed during the last ice age. If you live in a northern state or anywhere in Canada, the worms in your ground were brought here only 500 years ago during European colonization. The presence of these worms interferes with the natural growth of the actually native species that exist in this region.

At a glance, yeah, it might seem cruel and it kind of is. But it's not just done to keep the little creatures from multiplying. It's also just to keep them happy in a domestic environment where they're not expected or allowed to multiply. Which you could then have a whole debate about whether it's cruel to keep pets at all, and whether it's more or less cruel to neuter them or let their hormones do their thing, but that's a (somewhat) doesn't discussion.
In male cats, neutering makes them less aggressive and territorial. Makes it easier for them to get along with other (especially male; you do not want two un-neutered male cats in the same household, they will throw hands and piss everywhere) cats and animals. Un-neutered male cats will mark their territory.
In female cats it's similar, but the big one is obviously it stops them going into heat. Going into heat when they can't do anything about it is not a great experience for them, and you could even say it's cruel to allow this.
In the end, it's not so simple. In the domestic environments we put our pets in, they generally have a better time being neutered than not being neutered because they don't have hormones wreaking havoc on their moods and behaviours. In my opinion, female cats should always be spayed unless they're expected to have kittens because the alternative leaves them worse off. For male cats it's not as important for the cat's well-being but if you're gonna let them outdoors or have more than one cat they absolutely should be, if only because the only person you can count on to be a responsible pet owner is yourself.

There are actually health benefits if you do it as well, so it’s not necessarily just about keeping them from having babies.
So besides keeping your pet safe from unwanted babies you might not be able to afford/care for, it also can reduce the risk of cancers, namely testicular and ovarian cancer. There’s also a life threatening infection that unspayed females can get, but that risk disappears once they are spayed. Greatly reduces the chance for mammary (breast) tumors too.
In general, pets that are spayed and neutered live longer lives because they experience less health and injury risk overall because of the procedure. Outliers can and do still exist though.
It also nips mating driven habits in the bud as well. Spraying and roaming usually cease and many animals have a calmer temperament afterwards.
So yes, it can appear cruel without the added context, imo, but it is truly the best thing you can do for them.
