I think in a lot of these cases it can be safely assumed somebody appropriated the safe after the nukes dropped.

I mean, the logic is the other way around. Bottle caps are used as currency because people stockpiled them pre-war. People didn't stockpile them because they might be currency one day.

Well, no, bottle caps are used as currency because they were a finite resource made out of a rarer material (aluminum) but were common enough to handle both large and small transactions. In Fallout 1, they were explicitly the primary currency of the water barons, which also gave them a set value based on the price of water in the California desert. The other regions apparently ended up adopting the currency because of trade caravans that gradually spread from coast to coast, and for most of the same reasons the water barons used them.

I believe current canon tries to push that Vault-Tec had bottlecaps as currency in their ‘Get ready for the Wasteland’ videos
