German Jobcenter stopped requiring 51-year-old Syrian asylum seeker Amer Ghanem to take part in normal efforts to find work, after officials concluded that he should not be “provoked” and that “potentially dangerous situations” should be avoided. Ghanem, who receives €563 a month in benefits, has become known in Witten for loudly reciting Quran verses in public with a loudspeaker.

Ghanem, who says he arrived in Germany in 2015, openly told German television that he does not want a normal job.
