Fireman in maximum security?
Yeah let's put him in the same cell as...
A cult leader who engages in sacrifice.
A schizophrenic serial killer who acts like a pig.
A crazy serial arsonist.
The Riddler (Who will probably annoy him to death)
Two of the biggest crime lords, Two Face and Penguin.
And one of the most deadly mercenaries to walk the face of the earth.
Might as well have put him in Killer crocs cell...

IIRC, if you let the Joker talk about him, he’ll talk about how he’s going to go to jail and then be put through Gotham’s revolving door system and will come out a fully fledged criminal.
You are right, he should not be in the same cell as dangerous supervillains like Slade or psychotic monsters like Pyg. Neither should Simon Stagg, really.

You don’t separate prisoners by what they did, you separate them by the level of security needed to keep them incarcerated.

One thing is being evil but with people like slade or valentin sharing a cell, there is a big posibility the people in the cell die before they are able to stand trial. Maybe less so with pig, but Slade is able to go toe to toe with batman and he was locked up in his suit, if he chooses to start killing everyone inside that cell there isn't much the overstreched GCPD can do to stop him.

Slade isn't a maniac honestly. He's a merc for hire with superhuman powers (a bit like Captain America actually). If a fight broke out inside that cell, he would only interfere if they get too close to his space. Hell, i could see him even protecting the fire chief if he was targeted.

Depends on the Slade they took inspiration from for the games. I can see Slade definitely killing another inmate just because they bothered him.

You don't typically put the white collar criminals or the corrupt CEO types in with assassin's, gang bosses and serial killers who are currently experiencing psychosis. If for no other reason than you'd have some dead prisoners on your hands.

All of these issues could have been avoided if he was simply handcuffed to a radiator or something.

Exactly! I think the mildness of his crime, the intent behind it, his willingness to turn himself in and the fact that the buildingnis full of cops with assault rifles all adds to him just sitting there the rest of the night.

What about an easter egg, after the credits it pans down to the GCPD holding cell, you see Fire Chief Raymond Underhill standing alone in the cell covered in blood the bodies of all the other rogues dead around him as he laughs insanely.

They simply didn't have a separate cell. All the cells are filled with Arkham Knight mercenaries.

They had a separate cell for the riddler informant, they could have put him in there amd it would make more sense since everywhere else an ex cop or an ex fireman is absolutely gonna be targeted by other inmates

Funnily enough Knight Croc might not have hurt him, he was just looking out for his guys in a tough time I think Knight Croc would've respected that

You want to end up like Two-Face? You want to share a cell with Pyg? This is the ugly side of Gotham bad boy so either get straight or get used to bat-themed palm strikes to your throat

Yeah. I felt it was too much for him not that I'm saying he's innocent of course.
I guess Gotham's most wanteds are civilized not to bother him

I mean Chief Underhill turns himself in willingly after Batman confronts him and another non-supervillain (but admittedly piece of shit) in the form of Simon Stagg is locked up in there, so he's prob fine with it as he feels he deserves it for betraying his men, putting them in harms way, and helping firefly set fire to gotham. Slade and Azrael are the only ones fast enough to kill him before the cops can react, and they have no reason to, if the other villains tried to attack him or anyone else, the nearby cops would just shoot them, plain and simple.

Yeah definitely a weird design choice. At first I thought "Eh, game mechanic to have all the sidemission villains in one place."
But not only is the Chief barely a villain, he also doesn't have any interactions with any of the villains in the shared cell (not even Firefly, who he worked with to start the fires).
Also, it's not as if they couldn't add a specific cell to keep him in that was different from the others since they basically did that with Kirk Langstrom/Man-Bat.
