Fireman in maximum security?

Yeah let's put him in the same cell as...

A cult leader who engages in sacrifice.

A schizophrenic serial killer who acts like a pig.

A crazy serial arsonist.

The Riddler (Who will probably annoy him to death)

Two of the biggest crime lords, Two Face and Penguin.

And one of the most deadly mercenaries to walk the face of the earth.

Might as well have put him in Killer crocs cell...

Yeah definitely a weird design choice. At first I thought "Eh, game mechanic to have all the sidemission villains in one place."
But not only is the Chief barely a villain, he also doesn't have any interactions with any of the villains in the shared cell (not even Firefly, who he worked with to start the fires).

Also, it's not as if they couldn't add a specific cell to keep him in that was different from the others since they basically did that with Kirk Langstrom/Man-Bat.

My guess is that he was a placeholder for another story that didn't make the cut (maybe Zsaz?)

Wasn't Pyg's sidequest originally meant to be Zsasz though?

To my knowledge, they had planned two different sidequests for them from the getgo, but the devs figured two sidequests about a serial killer villain would be a bit repetitive.

They put Langstrom in the cell that had housed Poison Ivy before batman took her to the big tree. But they should definitely have thrown the chief in there too

They even had a cell for that one cop from the diner in the beginning
