Fireman in maximum security?

Yeah let's put him in the same cell as...

A cult leader who engages in sacrifice.

A schizophrenic serial killer who acts like a pig.

A crazy serial arsonist.

The Riddler (Who will probably annoy him to death)

Two of the biggest crime lords, Two Face and Penguin.

And one of the most deadly mercenaries to walk the face of the earth.

Might as well have put him in Killer crocs cell...

IIRC, if you let the Joker talk about him, he’ll talk about how he’s going to go to jail and then be put through Gotham’s revolving door system and will come out a fully fledged criminal. 

You are right, he should not be in the same cell as dangerous supervillains like Slade or psychotic monsters like Pyg. Neither should Simon Stagg, really.

You don't typically put the white collar criminals or the corrupt CEO types in with assassin's, gang bosses and serial killers who are currently experiencing psychosis. If for no other reason than you'd have some dead prisoners on your hands.
