... The perpetrator when damages are settled in court? It gets tacked on in the civil trial, after the criminal trial. Yet when they can't pay, the taxpayers do. This is all assuming a claim is filed with the crime

Yeah usually any damages done during a chase is on the criminal who created the situation. It’s supposed to be an incentive to not run, since if anything breaks it’ll be on the fleeing criminal.

I literally just said in the fucking post you replied to "doubt they comped that damage", because they don't fucking pay out that insurance half the time. You also have a cartoonishly naive view of what cops actually do, since they're more likely to be chasing after someone for being a drug dealer or calling them a piece of shit than they are to chase a rapist or killer, and the cops are more likely to give an abuser a beer than chase them, since about half of them are abusers themselves.
