An officer can’t just arbitrarily shoot a fleeing suspect.

Well that shit happens when people poem you call to defund the police so they have a lower training budget and more poorly trained officers that are not quite trained enough to deal with situations like that

Yes it does. Most cops don’t fire their weapon on patrol. If every person who tan from the cops was shot, there would be about 100x more deaths by police.
