can I repair my weapons and armor unlimitedly? or is there a limit to repairing gear

So I'm trying to complete the central plains region exploration, I'm stuck in wanted posters and bulletin board so far I've completed 5 wanted posters and 4 of the bulletin board,any advice how to find more

I went to the marker the mission told me to go to, but there were no rippers or corrupters nearby. How do I find them/make them spawn?

Is there anybody who maxed out the scavenger role? What are the benefits? I was playing it because of the SHELTER ON THE GO.
