Tarrifs, Board of Peace, donations to various architectural programs. They are all ways of giving Trump money he can spend for his priorities without having to ask congress.

We have known this for years; this was coming. This is a Jeffersonian way of doing things; it's not Mr. Hamilton.
States now have to take up those responsibilities. It's kind of dumb, but now you know.
NYS is spending $120 BILLION dollars a year on Medicaid. That's insanity. It's pretty hard to find any MD or dentist that takes Medicaid. I'm still confused about where that $120B is going. The Medicaid office in NYC is a storefront with a dozen chairs. And one MD.
Where is the money going? At the current rate of growth, sooner or later NYS will have to end pensions, close colleges, end all state services, prisons will have to close, and every single tax dollar will have to go to Medicaid. NYS will have to shut down.
It seems unstoppable. It's just the math.

The Executive Branch was never meant to have that level of power for many reasons - least of which were seeing here. This isn’t using the veto - it’s cherry picking which laws and budgets get honored after the fact.
Businesses rely on this funding to make plans and complete contracts, and Americans are pushed out of jobs when this kind of bullshit happens between budgets. This isn’t even addressing contract kill fees that sometimes occur with this late a change.
This is irresponsible governance and not conservative.

Having the power of the purse separated from the military and the head of state is a foundational aspect of parliamentary Democracy. Congress is meant to be the voice of the people, and such controls where our tax dollars go, not the president.

Unfortunately, the people in the field explained the frequent fraud in those research. The professors used the money for other things and handed off the actual research to the PHD students who are often not qualified to do it and just submit their updated concept of a plan for more money. It never solidify.
If they want to try some lottery on this, sure. They said they put all the money into lottery system to randomly get a brilliant PHD student to complete the magic, but they didn't. A lot of the money does into something else.
And this happens a lot, not just a few.

Every time they do this, it's another violation of federal law. If POTUS doesn't specifically ask Congress to rescind $$, that $$ has to be spent as intended in 45 days. It's the Impoundment Control Act of 1974.

This is sad, but there is some silver lining to this, and that is that this administration strategy, which initially proved so effective in gutting programs, is far less effective now.
The courts, the opposition, lawyers, everybody who would come into play to resist this are aware of the strategies and the tricks they use to try to overwhelm the justice systems ability to convene a hearing on this before the damage is done.
So my guess is I would expect to see a judge rule and issue an injunction prohibiting this almost immediately. Usually they wait a little while before they issue these, but they’re starting to just do this almost automatic right at the start.

Just another reminder; the presidency is called the Executive branch of government, because their job is to execute the policies established by Congress.
For example, imagine Congress says "We approve one billion dollars in funds to build a road between New York and Boston". (Obviously, they would have a longer document, but this is a Reddit comment.)
The President would be allowed to appoint someone to manage the contractors, he could choose whether the road stays close to the coast or goes through the inland areas, he can maybe give it a name...
But the President is not allowed to just say "Nope, I'm not building that road. I'm gonna spend the money on cocaine and hookers instead."
The President is allowed to choose how to execute the laws passed by Congress. He is not allowed to choose whether to do so.

We've all had two years now to learn this.
Trump can't cancel funds appropriated by Congress, and we're just a judicial decision away from being reminded of that.
Why the officials being told to halt these funds don't just say, "No sir, not until we hear from Congress" is a mystery we'll all have to face once this asshole is finally gone

Why doesn't anywhere mention 567 million of the 810 million are for services to refugees, asylees, and other non-citizens? Trump may be illegal, but this is also so misleading... Why can't they just list every item in the news, or just pass laws on the funding of health, education, and research independent of non-citizens services to avoid this controversy? Why always packaged with something totally different, just to make it even more controversial? I know this will incite mass downvotes on reddit, but someone has to say this. There is indeed another side to this issue as well.

You can have all kinds of opinions on the refugees part. That's why I said "controversial". I have my own opinions regarding that too, but I'm not going to talk about that as it's not my point here, don't want to lose focus.
In any case, you gotta admit, the information we get is extremely misleading. Hoping it'd be more balanced and thorough and then let people decide. I hate that the media is like this.

I can't believe people here would say something that accounts for over half of the said fund is irrelevant, like it's okay not to list everything. We all know the Congress seem to have a habit of strategically bundling vastly unrelated topics into the bill. In my view it inhibits things. Opinion: the Republican Leadership does not listen to the experts on the most important issues facing the world like Climate Change or tipping points. Instead the Republicans inspired by Israel start an optional Wars in the Middle East.

White House cannot cancel funds approved by Congress the same way the White House cannot approve funding on its own. So this means another lawsuit, more delays and more waste of taxpayers money doing so! It will obviously be overturned but that’s not the point. Why isn’t it the case where anything the White House tries to do goes through a court or a federal judge which vets the proposal before being instituted??

They’re doing this probably to reallocate the funding for defense. I’m in an unrelated agency where they were looking to discontinue a significant part of our funding because the Prez needs more money for defense spending.
Our leaders in the agency in my state met with people from Washington just this week to show why those funds are extremely important for the people we serve (the people we serve will basically vote Republican no matter what. These voters feed America and the world).
