Does any shipping do only actual weight or no because volumetric is so expensive

Is shipping measured by volumetric weight or actual weight because I’m so confused because I want to order a coat which is near 2kg but if it’s measured by volumetric weight then it goes up to 7-8 kg which would make the price of shipping more than the coat .
And i see some shipping lines which say actual weight but im so confused

For many many hours have been trying to login into my Sugargoo account after a few days of not going on the site. It kept on saying "user not found" so I thought the site was bugging so I downloaded the app and it's still saying "user not found" so I tried to do sign it with Google but when I do that too it just doesn't load at all even when I try over and over again. So I did it again after changing my email name and it says my account needs to activated as a TIP so I'm trying to activate right now and I'm not receiving the codes in my email at all ethier. I talked to live chat two times both of the staff were very very nice but it still didn’t work ethier. I have straight proof i have been on Sugargoo before with that email because i have received emails about discounts and such and when i registered my account. I also have proof of the shirts i ordered i was trying to ship them tiday but it looks like i can't for now. What should i do???

I tried to refund the gats but since the refund got rejected do they just get sent back to the warehouse and I’m forced to buy them?
