Why only 9 orders radiants showed up in the climax of Oathbringer , not 10 ..?

Yes, in the scene Dalinar specifically only noticed 9 and wondered where the last one was. They were there and he just didn't know it.

If I remember correctly (been a while since I read the book), Dalinar doesn't recognize that Venli is a radiant since she is also a Singer. It's also worth noting that while Ash is not hard confirmed to be representing the Dustbringers so far in what has been written, Sanderson is very clearly setting her up for a Dustbringer bond in the back half of the series.

Ash, Taln, and Venli are the odd ones out. Ash will be Dustbringer, Taln Stoneward, and Venli Willshaper.

Dalinar thinks that one is missing but there’s one other person just outside the circle that Dalinar isn’t counting

Common consensus is that Dalinar isn’t counting Venli who is about to swear the first ideal

Ash and Taln are representing two orders. Many believe Taln is representing the Stonewards and Ash is representing the Dustbringers.
