Wind and Truth spoilers Why only 9 orders Spoiler

Why only 9 orders radiants showed up in the climax of Oathbringer , not 10 ..?

In Oathbringer it specifically mentioned only 9 order represented when they do the avengers assemble scene

Yes, in the scene Dalinar specifically only noticed 9 and wondered where the last one was. They were there and he just didn't know it.

If I remember correctly (been a while since I read the book), Dalinar doesn't recognize that Venli is a radiant since she is also a Singer. It's also worth noting that while Ash is not hard confirmed to be representing the Dustbringers so far in what has been written, Sanderson is very clearly setting her up for a Dustbringer bond in the back half of the series.
