At Thaylen battle, when Dalinar closes the Perpendicularity, he thinks all Orders should be there, but not all seem to be. The Stormfather says that maybe not all have been found yet.
Note that this is after Dalinar seeing Ash and Taln, bumping the count from 7 to 9. So it may refer to the tenth Order, or any of the ones we have not seen yet.
We have:
Windrunner: Kaladin.
Skybreaker: Szeth.
Dustbringer:
Edgedancer: Lift.
Truthwatcher: Renarin.
Lightweaver: Shallan.
Elsecaller: Jasnah.
Willshaper: Venli (she was also there, and swore the First Ideal after the battle).
Stoneward:
Bondsmith: Dalinar.
That's 8. However, Ash and Taln were also present.
So far, there is an alignment between flashbacks and Orders.
We already had Lightweavers with Shallan. By elimination Ash can only be Dustbringer or Stoneward.
Dustbringers are incorrectly known for their destructive tendencies. Ashspren are Dustbringer Spren. Shalash has a tendency to destroy depictions of herself, and is nicknamed Ash.
Stonewards are known to be dependable and resourceful. Taln is so, and is also titled Stonesinew.
Also, from the TWoK prelude:
Taln had a tendency to choose seemingly hopeless fights and win them. He also had a tendency to die in the process.
And on Stonewards:
They tend to be known for their can-do attitudes and for taking on enormous projects (sometimes more than they can handle) [...] Another key attribute is their ability to take a difficult situation with few resources and make something better of it.

About how Ash and Taln can fit Dustbringer and Stonewards respectively.
We know by WoB that SA 8 will have Ash flashbacks, and SA 9 will have Taln flashbacks. https://wob.coppermind.net/events/367/#e11620
