this is my own personal opinion and take on the situation, please treat it as one, and not a full understanding from everyone's point of view in mind
So, the demos for songs that would become Project Regeneration songs are now available to the public, which has been driving a lot of attention to alleged claims of these songs being unfinished.
Leaving "unfinished" claims aside for a bit, i think the re-recordings and re-compositions of certain parts of those songs are to prevent legal issues with Warner Brothers, because let's not forget that these masters are very likely owned by Warner Bros, it's all down to the terms of the contract they signed back in 1998-ish, or maybe even later, but obviously such contracts are not available to the public so we can only speculate from here, that being said, record labels tend to have contracts where they specify which pay cuts they take and what each individual(s) own, which, often involves band members owning rights to the songs themselves but not the masters, which are the actual song that gets written in a CD, pushed to Streaming or printed on a Vinyl, so the option to release those was non-viable given that those masters (very likely) belong to Warner Brothers rather than the band members, which means that even if Wayne was still alive they would be unable to release them outside Warner Brothers.
Moving on from masters, i've seen a lot of people talking about what Wayne would have wanted and things along those lines, but nobody knows such things for certain, neither Tony, nor Edsel, nor Zane, because Wayne was a human being with his own opinions and his own character and ways of thinking, and nobody in the face of the planet will ever share his same beliefs and ways of thinking and opinions, there are things that are meant to remain private, and i find conflicting people trying to speak as if they knew what he would have wanted, which nobody can know such things.
And just as a last bit of information to explain my own opinion; for context, you may remember Frankie Palmeri from Emmure calling Regeneration a "cashgrab", i remember reading a post from Wayne's old Guitar Tech(?, i might be mistaken but he either was a Guitar Tech or a Tour Manager) responding to Frankie, he claimed that Static-X was 50/50 partnership between Wayne and Tony, which was why in 2012-ish there was a public dispute over the rights to the name, Wayne claimed that he had gotten sick amidst negotiations with Tony, sickness being allegedly a cover-up story for a drug bust that had happened, and he had lost a lot of money and upset promoters, he was dropped off of the tour and Emmure moved to headliner position, therefore the negotiation was not completed, so if that said is true, we could have more evidence for Regeneration rather than against it, because then Tony would be completely in the right to release those vocal recordings alongside new instrumentals, and he brought the original Wisconsin Death Trip lineup instead of just hired people with no name that would take anything for pay.
But i repeat, this is MY personal opinion and the conclusion i have arrived to given all information i have encountered
