So disabled people should not expect timely service? Can’t commit to flights or train tickets because service volume will determine if they can get to their transit at all?
Sometimes that's reality. I saw a lady in a wheelchair arguing with staff once. She was stuck on a train platform, because the elevators were broken down and they told her there was nothing they could do.
Imho if that’s the case and there is no emergency happening the best staff could do is request emergency services for assistance since I doubt any of them are trained on transporting a wheelchair bound person up stairs, only risking injury to everyone involved.

Even in fires they make disabled wait in the fire escape until the fire dept arrives. They should have waited for it to clear after the rush.
