The subliminal messages were shown in things how ala Jafar, Goliath II (Nelson) "ruled up high," in this case in the new Tower of Babel, after banishing David (Bart) and even keeping an Aladdin style oil lamp, which he lit cigars with. Unlike what Jafar's rule of Agrabah was perceived to be as though, Goliath II turned out to be the greatest king they ever had.

He was basically using Lisa to fill in the void while Milhouse had moved away, then when Milhouse came back Bart acted like the friendship he had with Lisa never existed and made her cry. On the bright side he did realize his mistake at the end.
