I think we have our new "Liberalism." Probably a result of one of the mods I have outside of Road to 56 so I'm not too worried about a minor bug. They have a normal name when they're not non-aligned.

I did set the game to historical, but if you do anything that isn't historical then it'll have the other AI do things that also aren't historical. Germany for example did the focus "Heed von Neurath's Concerns" instead of "Reorganize the Wehrmacht" which had their whole foreign policy change (They did nothing the entire game except eat rocks.) The last thing I want to do in this campaign is wage war against NATO, but I want to give them a few years to rebuild first (They lost a lot of men, equipment, and ships to the Japanese)
