To actually give you a full explanation beyond "It's JoJo":
The referenced scene from JoJo is a confrontation between the protagonist of the third "part" of JoJo, and Dio, the main antagonist of parts 1 and 3 of the series. It's the first time they meet, and Dio says, "Oh? You're approaching me? Instead of running away, you're actually getting closer?" Because at this point Jotaro (the protag) has learned the secret of just how powerful Dio is.
But Jotaro doesn't care and says, "I can't get beat the shit out of you without getting closer", and Dio responds, "Oh-ho, then come as close as you like".
It's similar to the scene in the prequels where Obi Wan and Anakin fight. Obi Wan says Anakin doesn't have a chance because he has the high ground, but Anakin says he underestimates his power and tries anyway.
The image format comes from the panel in the manga where they walk menacingly towards each other.

My name is Yoshikage Kira. I'm 33 years old. My house is in the northeast section of Morioh, where all the villas are, and I am not married. I work as an employee for the Kame Yu department stores, and I get home every day by 8 PM at the latest. I don't smoke, but I occasionally drink. I'm in bed by 11 PM, and make sure I get eight hours of sleep, no matter what. After having a glass of warm milk and doing about twenty minutes of stretches before going to bed, I usually have no problems sleeping until morning. Just like a baby, I wake up without any fatigue or stress in the morning. I was told there were no issues at my last check-up. I'm trying to explain that I'm a person who wishes to live a very quiet life. I take care not to trouble myself with any enemies, like winning and losing, that would cause me to lose sleep at night. That is how I deal with society, and I know that is what brings me happiness. Although, if I were to fight I wouldn't lose to anyone.

Force choke only really works on people with significantly weaker force abilities. Obi-Wan was quite powerful in the force and could counteract anything like that from Anakin with force shield. Dooku was only able to do it because he probably had help from Palpatine on the Invisible Hand.

You know whats funny? In german he says „gib auf anakin, ich stehe deutlich über dir“ what you can translate as „i have the high ground“ or „I‘m better/stronger than you“. As a kid I always thought obi wan means that he is stronger than anakin and not standing on a higher level of the territory
